The U.S. Coast Guard first attempted interception in December as the ship sailed toward Venezuela, where a U.S. naval blockade targets sanctioned oil shipments. The vessel refused boarding, crossed the Atlantic, and was chased. Russia’s foreign ministry expressed concern over the pursuit.
