President Volodymyr Zelenskyy presented a US-brokered 20-point peace draft proposing a full, unconditional nonaggression agreement between Russia and Ukraine. The plan includes security guarantees with the Ukrainian Armed Forces maintained at 800,000 personnel in peacetime and promises from the United States, NATO, and European signatories mirroring Article 5 protections. The agreement would be supplemented by US-Ukraine bilateral security and reconstruction accords and would allow Ukraine to join the European Union within a defined period. Key unresolved issues include territorial control in eastern Ukraine and the status of the Zaporizhzhya nuclear power plant. Moscow has been briefed and is preparing its response.
