The US president will not meet the Russian president unless a concrete deal to end the war in Ukraine is expected. A planned Budapest meeting was canceled, with the possibility of a meeting at another time. The administration has prepared additional sanctions against Russia's economy that could be imposed if Russia refuses a peace deal. The United States sanctioned Rosneft and LUKoil on October 22, and the European Union targeted Rosneft and Gazpromneft a day later. The Kremlin described the measures as an "unfriendly step" and said they "have indeed damaged the prospects of resuscitating our relations" with Washington.
