Concept art included with DisneylandForward materials included a new garage in the area where Disney just filed permits to begin construction, which is currently employee parking, and included a shopping and dining district similar to Walt Disney World's Disney Springs, which isn't attached to a park."

The parking garage aims to improve parking capacity and could free the Toy Story parking lot for an expanded Downtown Disney and an additional resort hotel, potentially enabling space for a third theme park gate. Rezoning under DisneylandForward increases development options, including mixed uses such as theme park, hotel, retail and dining. The Harbor Boulevard entrance will be overhauled, construction is expected to start in the fall, and other park expansions are underway.
