According to court documents, Winters looked up personal information about his victims and sent them hateful messages. He even went to the victims' homes and sent them pictures of their houses, and he threatened to kill some of his victims and gay men in general. He said that he wanted to make national headlines by repeating the Pulse nightclub mass shooting at an LGBTQ+ nightclub in Orlando, where 49 people died.
One of Henriques' victims was a 17-year-old prospective student, to whom he gave a tour of the college April 25, the U.S. Attorney's office said. After reviewing her tour registration form, which listed her date of birth, he asked her what grade she was in, and she told him what local high school she attended. Hours after finishing the tour, Henriques texted the victim using the phone number included on her admissions form and offered to pay her $400 for "some fun."

The affidavit says the FBI in Dallas first began investigating Chen in February after learning that she had submitted 25 online tips to the FBI National Threat Operations Center for a little less than a year, none of which was substantiated. Subjects of the tips included terrorism, murder for hire, crimes against children, bank robbery, civil rights crimes and election crimes.
