The western German state North Rhine-Westphalia is proposing a new package of measures and is calling on the federal government to strengthen safety on trains ahead of a Deutsche Bahn security summit in Berlin. The state, Germany's most populous, wants to expand the use of two-person teams among train conductors. It is also urging the national government to provide legal clarity for the wearing of body cameras on public transport, which is currently voluntary.

At the beginning of the year, German men aged 18 began to receive a compulsory questionnaire registering their fitness for army service under a law passed last month. Joining the army is voluntary for now, but the law allows the government to introduce mandatory service to meet its goal of building what it says will be the strongest army in Europe for the first time since World War II.

Germany and Italy are deepening defense and economic cooperation with the leaders of the two countries signing an agreement in Rome. German Chancellor Friedrich Merz and Italian Prime Minister Giorgia Meloni agreed on closer cooperation in the production of drones, naval vessels, underwater systems and air and missile defense systems. The leaders are also looking to collaborate in the development of electronic warfare and aerial combat defense systems.

On Wednesday Brussels is due to outline the terms of the 90bn loan it has promised to Ukraine, amid internal tensions over whether Kyiv can use the money to buy US as well as EU weapons. On the same day, the US secretary of state, Marco Rubio, is due to meet ministers from Denmark and Greenland, as Donald Trump continues to insist that the US will take ownership of the latter one way or another.
