Garda resources in Ireland are overstretched due to changing crime trends and societal demands.
Body-worn cameras are video and audio-recording devices attached to a Garda's clothing, which will retain audio and video footage when a Garda switches them on. Garda acting deputy commissioner with security, strategy and governance, Paul Cleary, said: "They will assist our personnel in the prevention, detection, investigation and prosecution of criminal offences and will also be a key piece of equipment for An Garda Síochána into the future."
He is the third person to be arrested in relation to the case, and was arrested this afternoon in Co Laois and is currently detained at a garda station in the Midlands under Section 30 of the Offences Against the State Act. Two other men were arrested by gardaí in Laois last week in connection with the investigation and have appeared before the courts.
On August 6, 2009, Stephen left his home at Rose Hill, Wicklow town, and walked down through different walkways along the back of the town to Marlton road, where he was collected by a silver Nissan Pulsar car and driven through Redcross to Ballydonnell Wood. At the woods, Gardaí believe there was a group of suspects present. Stephen was then fatally injured, shot and buried in a shallow grave at the woods.
