The car, which is understood to belong to Hounslow Labour Councillor and former Deputy Mayor, Hina Mir, was parked in a disabled parking bay on Tuesday while a full council meeting was taking place.

Loretta Alvarez, 26, said the communal bins - shared with about 25 other properties - were full, so she placed the cardboard envelope on top of cardboard next to the bins. Ms Alvarez, who is a single mother, said she cannot afford to pay and is now being threatened with legal action. Hounslow Council said fly tipping was defined as leaving waste anywhere in public apart from in a bin, regardless of whether bins are full.

Ranjit Gill, a Labour councillor for Chiswick, attended a licensing panel meeting on 15 July, although he had not yet been officially appointed to the panel.

Hounslow Council has decided to outlaw the green e-bike rental company across the borough due to complaints about them clogging pavements and blocking wheelchair access.
