The paper, co-authored by the World Economic Forum and Bain & Co, presents data that illustrates the gap between AI infrastructure investment in the US and China compared with other countries."

AI infrastructure investment is highly concentrated, with the US and China capturing roughly 65% of aggregate global investment across the AI value chain. That concentration reflects a full-stack approach requiring massive scale, leaving smaller and mid-sized economies at a disadvantage for AI competitiveness. Economies can nonetheless secure footholds by moving quickly and strategically channeling investments through focused domestic efforts, trusted partnerships, shared regional capacity, or alliances. Slower responses risk widening capability gaps as hyperscalers and large economies consolidate dominance. Building AI infrastructure also creates high-paid construction and technical jobs, encouraging domestic infrastructure development.
