The bill proposes significant fines for landlords engaging in discrimination or intentionally keeping rental units unoccupied—up to $100,000 for income-based discrimination and for warehousing tactics.
In 2023, it was estimated that 26,000 rent-regulated units were withheld from the market in New York City, severely impacting housing affordability.
Velazquez’s legislation not only aims to fine dishonest landlords but also provides legal avenues for affected tenants, ensuring accountability in rental practices.
