New York Governor Kathy Hochul has signed legislation enabling the construction of the Interborough Express (IBX) connecting Brooklyn and Queens, as part of the MTA's historic $68.4 billion 2025-29 Capital Plan. This significant investment will fund various enhancements, including new subway and rail cars, signal modernizations for improved service, maintenance facility upgrades, and critical safety and ADA-accessibility improvements across stations. Additionally, up to $1.2 billion from the Penn Station redevelopment will be redirected to priority projects, emphasizing a focus on safety and fare evasion reduction.
The Interborough Express (IBX) project will transform public transport between Brooklyn and Queens, marking a significant enhancement in New York’s transit infrastructure.
This investment is the largest in New York's transportation history, paving the way for improved services, new infrastructure, and enhanced passenger experience.
