He wants to shift responsibility for claims payments from the city's general fund to agency budgets to hold agencies accountable and encourage reforms.
Claims against NYPD doubled, and the amount the city paid out - $266.7 million - increased 12% from 2022. Claims against the Department of Education increased 17% and settlements totaled $92.8 million, a 12% increase.
