Heather Harmer, widow of OPP officer Jeffrey Harmer, accuses Saint John Police Chief Robert Bruce of misconduct in lawsuits against the Ontario Provincial Police and the police union. She claims Bruce engaged in tyrannical leadership and bullying during his tenure as commander from 2011 to 2014, which she believes contributed to her husband's suicide in 2019. Harmer filed lawsuits seeking over $31 million in damages, alleging that the OPP and union failed to protect her husband from a toxic work environment. Nine members of the Saint John Police Force have also filed complaints against Bruce.
