COP30 concluded with a decision called the Global Mutirao or Global Collective Effort that makes no mention of fossil fuels. The 2023 IPCC concluded that existing and planned fossil fuel infrastructure already exceeds what is compatible with limiting warming to 2°C and that many fossil fuel capital assets must be stranded—abandoned and not used—to meet that limit. The COP30 decision ignores this imperative and thus undermines efforts to halt global heating. Earlier momentum toward a fossil-fuel roadmap, including calls from Brazil’s president and backing by about 90 nations, failed to secure stronger language in the final text.
