In a scathing report, the European Court of Auditors explained that the EU's 5 billion Emergency Trust Fund for Africa was 'spread too thinly' to effectively address migration, as it financed too broad a range of actions, from development to security and humanitarian aid, failing to concentrate sufficiently on migration-specific priorities. This resulted in funding projects that had little relation to the core issues of migration, like a Roman theatre renovation in Libya or a radio station in Sahel.
Bettina Jakobsen, an ECA Member in charge of the audit, stated that despite the EUTF's efforts to maintain migration on the political agenda, the fund's objectives have remained too broad. Even with previous criticisms in 2018, there has been little realignment towards more targeted actions to tackle the root causes of irregular migration. The allocation of funds lacked a focus on migration-specific indicators, significantly undermining the fund's effectiveness in addressing the complex issue of migration.
