
Sanctions and the war in Ukraine have constrained Russia’s access to European machinery, technology, and research while straining key industries and raising risk of financial crisis. European intelligence officials report Moscow uses fake companies, middlemen, and cyber spies to gather information that could support attacks on critical infrastructure. Sweden’s Security Service says Russia targets defense industry and high-end research, including Gripen-related areas, and seeks civilian camera and laser technology for weapon integration. Finland’s Security and Intelligence Service says targets include space, quantum, arctic, and marine technology, plus sanctioned computer technology and software updates for machine tools.
