France was surprised at the speed of its withdrawal from Chad. It was preparing a gradual pullout and was hoping to maintain some sort of smaller presence.
Chad's Foreign Minister described the military agreement with France as 'completely obsolete' and stressed the need for Chad to assert its full sovereignty, rejecting any power substitution.
