The FCC has introduced a Notice of Proposed Rulemaking to auction 5G-capable spectrum, with proceeds funding the Rip and Replace program that reimburses small providers for removing Huawei and ZTE equipment. The auction will begin with AWS-3 spectrum licenses from 2014 and must be initiated by June 2026. This initiative follows bipartisan legislation allowing the FCC to borrow $3.08 billion to support the program. Chairman Brendan Carr emphasized the importance of resuming spectrum auctions and acknowledged the recent legislative support as a positive development.
"It is time for the FCC to get back to auctioning spectrum," Chairman Brendan Carr said. "... conducting auctions at the FCC has been a bit of a challenge in recent years due to the FCC's general spectrum auction authority lapse."
The National Defense Authorization Act allows the FCC to borrow up to $3.08 billion to fully fund the Rip and Replace program, which targets equipment from identified security threats.
