Governor Hochul's overhaul of New York's $9 billion home care system is causing alarm among providers, who warn that thousands of disabled individuals might end up in hospitals or nursing homes due to the faulty rollout of the Consumer Directed Personal Assistance Program (CDPAP). Despite intentions to consolidate payroll services and save $500 million, issues with the transition to a single provider, Public Partnerships LLC, have resulted in insufficient support. Urgent action is needed to implement a contingency plan to prevent disruption in care services before the approaching deadline.
In the worst case, the care alternative for many CDPAP consumers will be a hospital or nursing home, if any capacity even exists.
We urge the Department to develop a contingency plan ready to be executed before the end of February to avoid extensive disruption.
