China introduced new license requirements in April and announced further export curbs amid a trade dispute with the United States. The curbs are forcing some European companies to suspend production and causing significant economic damage. The EU is seeking short-term solutions with China while prepared to use all available policy instruments if necessary. The EU aims to secure alternative sources of critical raw materials across short, medium and long terms, pursue structural changes for independence in energy, raw materials, defence and digital sectors, and emphasize recycling, with some companies able to recycle up to 95 percent of critical raw materials and batteries.
