Phyllis Hope Stitt, a former California EDD employee, admitted in court to fraudulently securing over $768,000 in unemployment payments for deceased individuals and ineligible claimants.
Stitt and her former boyfriend Kenneth Earl Riley conducted their fraudulent activities from March 2020 to September 2021, leveraging Stitt's position to manipulate the claims process.
The plea agreement highlighted that at least 10 victims were involved, whose personal information was misused without their consent to file fraudulent unemployment claims.
To validate claims, Stitt submitted fabricated information about employment, using fake historical data and misrepresenting the status of claimants to obtain the funds.
