Ukrainian foreign intelligence reports that those tankers generate revenue for the war while carrying out reconnaissance and even sabotage tasks. Ukrainian leadership is coordinating intelligence-sharing and urging partners to impose additional sanctions and provide more weapons and equipment. German intelligence warns that the Kremlin is discussing a potential attack on NATO. Denmark has intensified environmental and maritime controls in the Baltic and North Seas after identifying dozens of suspicious vessels among annual transits.
