In March, the Concord City Council modified its rent control ordinance, increasing the annual rent cap to 5%, among the strictest in the Bay Area. This decision faced strong opposition from tenant advocates and local residents. Controversially, many attendees at the council meeting were allegedly paid activists advocating for the amendment, raising questions about their representation. Meanwhile, the California Apartment Association distanced itself from allegations of involvement in organizing these paid protests, emphasizing the need for heightened security during council meetings due to disruptive behaviors over policy disagreements.
We employed activists to make our voices heard. The paid attendees at the council meeting were part of our strategy to advocate for loosening rent control measures.
