Police said criminality is not suspected and the Medical Examiner's Office will determine causes of death. Identities are withheld pending family notification. The deaths occurred amid a deadly cold snap and a Code Blue emergency. City measures include increased homeless outreach, new warming centers, and warming vehicles. At least 18 people have died in public places during the freeze, with hypothermia implicated in several cases. New Yorkers are urged to call 311 to request outreach assistance for people in need.
