Heavy, fast-moving rain on July 31 dumped close to 3 inches of rain on Staten Island, producing widespread street flooding and lightning strikes. A massive whirlpool formed on Water Street at the corner of Bay Street in Stapleton, spinning rapidly and pulling in debris such as a plastic bottle, cardboard and numerous leaves. Emergency crews cleared storm sewers, allowing the whirlpool to dissipate and the water to drain. Local businesses were deluged and later swept out accumulated water. Multiple vehicles became trapped in floodwaters and required assistance or towing. A state of emergency was declared for New York City including Staten Island.
The video, filmed on July 31, shows a massive whirlpool in the middle of Water Street, at the corner of Bay Street. The whirlpool spins rapidly in the middle of the flooded street, and is strong enough to suck objects like a plastic bottle, a length of cardboard and numerous leaves to its center it as it swirls in quick circles.
The storm left numerous streets across Staten Island flooded. Lightning also struck houses in the borough. The severe weather prompted Gov. Kathy Hochul to declare a state of emergency for an area that included Staten Island along with the rest of New York City. In Stapleton, local businesses were deluged with water and could later be seen sweeping the water out of their premises and dumping buckets of accumulated rainwater in the street.
