Unlicensed operators can get slapped with fines of $10,000 per day for selling cannabis without a license, escalating to $20,000 per day for continuing illegal sales after notification.
The report highlights a troubling phenomenon where of the 516 substantiated violations, only 21 resulted in collected fines, leaving nearly $5 million in penalties unaccounted for.
