
The view that transgender people with gender dysphoria should be barred from gun ownership and required to indicate mental-health status on federal firearms forms was expressed following a Rhode Island ice-rink mass shooting. The shooter, Robert Dorgan (also Roberta), killed their son and ex-wife before suicide; Dorgan had undergone gender-affirming surgery and experienced family issues. Data show up to 98% of mass-shooting perpetrators are cisgender men. Transgender identity is not classified as a mental disorder, though gender-dysphoria diagnoses are often required for access to trans healthcare. The federal firearms form includes a mental-health question; some have called for trans people with gender dysphoria to be required to check it.
