SFO planned to use two parallel runways for simultaneous landings during a six-month repaving project. The FAA intervened, requiring staggered landings instead, reducing arrival capacity from 54 to 36 flights per hour. Initially, SFO estimated only 10% of flights would be delayed, but this figure has now risen to 25% due to FAA restrictions. The FAA cited safety concerns from recent near-miss incidents at other airports as the reason for the change. The same runways will also be used for all takeoffs during the closure.
