Protests erupted outside CalHR offices as state workers protested Governor Gavin Newsom's mandate requiring them to return to the office four days a week. Concerns emerged surrounding a proposed shift of telework oversight from the Department of General Services to CalHR, which employees feel lacked due process. Union representatives expressed discontent at how changes are typically communicated. Despite reassurances from officials that the modifications are merely administrative, fear persists among workers regarding transparency and potential impacts on their work policies.
It seems, kinda, a little bit suspect at this point. Normally, CalHR gives a heads up when they're going to be changing something in the laws so we can comment on that. Today we have not received that.
We view this as cleanup. A DGS unit that was granted funding in the 2022 budget is no longer monitoring or tracking telework.
The specific change proposed in the trailer bill language...would be replaced by the more widely known phrase 'telework.'
Those declarations state that telework gives workers more flexibility and improves productivity.
