Napa County District Attorney Allison Haley emphasized that her office has a duty to file charges only when supported by evidence, regardless of the circumstances surrounding arrests.
Haley stated, 'We are required to prove any and every criminal charge 'beyond a reasonable doubt' which is the highest standard in the American criminal justice system.'
The Napa County District Attorney's Office noted it may revisit a domestic violence case if new facts or evidence come to light following the initial investigation.
Artem Chigvintsev's arrest for felony domestic violence did not lead to charges as the evidence was considered insufficient to meet the legal standards required.
