Healey introduced his reform proposals as essential to adequately meet contemporary threats and laid out an ambitious agenda that includes the creation of a national armaments director role to reinforce UK defense capabilities.
The decisions that we make right now over the coming weeks will not only define the outcome of the conflict in Ukraine, but the security of our world for generations to come.
We are in a new era of threat, and that demands a new era for defence.
My reform proposals for defence in the UK is not a change for change's sake programme. It is required for us more effectively to meet the challenges of the times.
I do not know of any big change programme that has not been complicated... so I expect this to be a feature of my role for the entire time that I'm in this position.
