Paraguay has recalled its ambassador to Brazil following revelations that Brazil's intelligence agency spied on Paraguayan officials in 2022. The Paraguayan government suspended negotiations related to the Itaipu dam, which they operate jointly. Brazil's Foreign Ministry confirmed that espionage operations, ordered under former President Bolsonaro, aimed to gather information on tariff negotiations but stated that current President Lula da Silva's government ceased the surveillance upon gaining awareness. Paraguay also initiated an investigation into the matter, asserting it violated international law and emphasizing the need to protect its sensitive information from such incursions.
"It is a violation of international law, the interference in the internal affairs of one country in another," Paraguayan Foreign Minister Ruben Lezcano told journalists.
"We are under constant attack, and the ministry is taking all necessary steps to defend our confidential information," said Lezcano.
