The University of Pennsylvania has reached an agreement with the federal government prohibiting transgender women from competing on its women's sports teams. The Education Department found that Penn violated Title IX by allowing transgender athletes to participate in women's sports. This decision follows a notable case of a transgender athlete, Lia Thomas, who won an NCAA Division I title. Under the agreement, Penn must restore swimming records to female athletes previously held by transgender swimmers and send apologies to those affected.
The voluntary deal comes about two months after the department found that Penn had violated Title IX, the federal statute prohibiting sex discrimination in schools, when it allowed transgender athletes to compete on its women's sports team and use associated facilities.
The agreement between Penn and the Education Department requires the school to restore to female athletes all individual Division I swimming records or titles that had been awarded to a transgender swimmer.
