CNN's chief data analyst Harry Enten reported that Trump faces historically low approval ratings entering the State of the Union address, with a net approval of -27, significantly worse than his previous addresses in 2018, 2019, and 2020, which showed ratings of -15, -10, and -10 respectively. The decline is substantially steeper than Obama and Bush experienced at comparable points in their second terms. The primary driver of Trump's weakness is a dramatic collapse in Independent support, dropping 34 points from -13 in February 2025 to -47 currently. Enten emphasized that such poor performance with Independents makes it mathematically impossible to maintain positive overall approval ratings.
"The bottom line is this: Donald Trump has never been weaker going into a State of the Union address... and weaker by a considerable amount. The president's current net approval rating is -27, compared to -15, -10, and -10 going into the address in 2018, 2019, and 2020."
