A federal appeals court struck down most of President Trump's tariffs, finding they have no legal basis and upholding an earlier decision by the U.S. Court of International Trade. The ruling identified tariff imposition as a core Congressional power. The White House had defended the tariffs under the 1977 International Emergency Economic Powers Act (IEEPA). The decision covers Liberation Day tariffs from April and earlier tariffs targeting Canada, Mexico and China. The tariffs will remain in effect until October to allow an appeal to the Supreme Court. The cases were brought by a coalition of states led by Oregon and by a group of businesses.
It's a sweeping decision that unequivocally rebukes President Trump's idea that he can impose tariffs on American consumers on his own without the approval of the Congress,
