City Council Staff Form New Labor Union
"Staff from Portland City Council offices have announced plans to unionize their workplace. In an emailed statement provided to the Mercury Wednesday, a spokesperson said City Council aides and operations staff have decided to unionize with the Communication Workers of America (CWA) Local 7901. "Council staff play a critical role in making City Hall work," a December 17 press release from the newly formed Council Alliance of Workers (CAW) states."
"The unit of eligible employees includes 41 staff members across all City Council offices. Nearly 60 percent have signed union cards requesting representation by CWA, and paperwork was filed with the Employment Relations Board December 17, according to CWA 7901 President Meg Ward. Signed union cards are a formal way of authorizing a labor union to represent a group of workers, and the National Labor Relations Act has protected workers' rights to collective bargaining and union representation since 1935."
Portland City Council aides and operations staff have formed the Council Alliance of Workers (CAW) and are seeking representation by Communication Workers of America (CWA) Local 7901. The bargaining unit includes 41 eligible employees across all City Council offices, and nearly 60 percent have signed union cards requesting CWA representation. Paperwork was filed with the Employment Relations Board on December 17. Unionization aims to provide greater structure, consistency, and protection amid reported instability across offices during a transition. Eligible roles include schedulers, shared administrative staff, policy analysts, communications staff, and other council operations personnel overseen by the council president. Council office staff historically lacked union representation while the City of Portland currently works with 14 unions.
