Four days of negotiations brokered by Qatar and Turkey ended without agreement after Pakistan said Afghanistan avoided the core issue and shifted blame. Talks in Istanbul aimed to secure peace following border clashes that killed more than 70 people and wounded hundreds, the worst violence since the Taliban took power in 2021. Violence followed explosions in Kabul on October 9 that the Taliban blamed on Pakistan. Pakistan accused Kabul of providing unabated support to anti-Pakistan terrorists and vowed to take measures to protect its people and target militant sanctuaries. The Taliban denied the accusations.
