Israeli Foreign Minister Gideon Saar welcomed the announcement as a significant step and said both sides will work to implement it soon. Israel became the first country to recognize Somaliland in December, ending more than 30 years of diplomatic isolation, while the decision drew condemnation from the UN Security Council, the African Union, the Organisation of Islamic Cooperation, and the European Union. Somaliland declared independence in 1991 but has not gained recognition from any UN member state, and Somalia has never accepted it. The Jerusalem location is controversial due to competing claims between Israel and the Palestinian Authority.
