Keep state as close as possible to where it's actually used. Lift it when multiple components need it or you need to coordinate behavior between components.

Burke's was a broadside that not only excoriated the social upheavals effected by the French revolutionaries and (by extension) commended by Marx, but the continual economic and social instability prized by modern liberal economic philosophy and practice. He said the cuts will be significant, and he seems to be focused on places that limit their cooperation with Immigration and Customs Enforcement.
