The New York State Department of Corrections and NYS Correctional Officers & Police Benevolent Association, following arbitration, reached a tentative agreement designed to resolve an ongoing illegal strike within state prisons. This agreement suspends the HALT Act concerning solitary confinement for 90 days, allowing for further suspension under specific conditions. Governor Kathy Hochul emphasized the focus on safety for all involved, while critics like Jerome Wright condemned the agreement for perpetuating harmful practices, claiming it disregards legal protections related to solitary confinement. The situation has raised significant concerns regarding prisoner welfare and operational integrity within facilities.
Working with a mediator, we have reached a consent award to address many of the concerns raised by correction officers, put DOCCS back on the path to safe operations, respect the rights of incarcerated individuals and prevent future unsanctioned work stoppages.
Today's illegal agreement aims to maintain a racist regime of torture, brutality, and death. DOCCS does not have the authority to suspend the HALT Solitary Confinement Law.
