""In terms of the pace that we would need to hit to achieve 80×30, it would require extraordinary levels of public participation," Assistant Utilities Director Jonathan Abendschein told the Climate Action and Sustainability Committee on Jan. 9. The committee - made up of Mayor Vicki Veenker and Council members George Lu and Pat Burt - has been discussing the plan for the past several months, and on Jan. 9 forwarded it to the full council for final approval."
The Sustainability/Climate Action Plan targets an 80% greenhouse gas emissions reduction by 2030 relative to 1990 levels. Emissions were down 47.4% by 2022, with much of the decline resulting from a carbon-free electric portfolio adopted more than a decade ago. Further reductions will require significant public participation, according to Utilities Department staff. The plan contains 47 strategies divided into 28 climate action, 16 sustainability, and three communications measures. Near-term actions include multifamily electric vehicle charging infrastructure, an advanced heat pump HVAC program, and a pilot for electrifying centralized water heaters and boilers, supported by rebates and installation programs.
