According to state Comptroller Thomas DiNapoli, the MTA has not consolidated its procurements across agencies effectively. Despite legal requirements, promised savings have not materialized.
DiNapoli stated that the MTA's current independent procurement practices prevent it from realizing potential savings. There is a pressing need to enhance coordination among its operating agencies.
