The Adams administration is backing a Council bill aimed at improving environmental standards for large "last-mile" warehouses, particularly in neighborhoods affected by truck traffic. Introduced by Council Member Alexa Avilés, the legislation seeks to regulate facilities larger than a football field and promote cleaner freight solutions. The Department of Environmental Protection supports this initiative, emphasizing a points system for warehouse operators to mitigate pollution. This move aims to address the rising pollution from warehouses, which has increased significantly post-pandemic, and encourage alternatives to truck transport.
DEP Commissioner Rohit Aggarwala supported the so-called "indirect source rule," saying it would help "get polluting trucks off our streets." He emphasized the need for regulations requiring warehouses to reduce their pollution.
The idea, modeled on a 2021 program in Southern California, would create a points system – still to be devised – where warehouse operators would be required to undertake pollution-mitigation efforts.
