New York City aims to reduce construction scaffolding while ensuring safety and accessibility for pedestrians.
"Financially, emotionally, I'm stressed. I'm not able to sleep; it's heartbreaking," says Mangalathu, who's lived in the Morningside-Highway 401 area house for 26 years.
The city council approved new rules for homes in certain neighborhoods near Tilden Regional Park that will ban most plants and flammable items within five feet of homes.
"A lot of these amendments are being made to align with our existing operations and existing outreach," McCombs said. "Our rules have over time kind of fallen out of date, and we're needing to kind of catch up and get to where we are as a department."
