The administration intends to use alternative trade tools, including investigations and existing tariffs on China, to maintain leverage. The European Parliament's trade chief proposed freezing EU ratification of a trade deal pending policy clarification. India postponed planned interim trade talks in the US. A presidential trip to China beginning March 31 remains scheduled and is expected to include a meeting with China's president.
