The Egyptian Meteorological Authority had warned on Sunday morning of coming high waves and turbulence in the Red Sea, raising questions about whether the crew acted on it.
Within seven minutes of being struck by a large wave, the 111-foot vessel, Sea Story, sank, which trapped some passengers inside their cabins.
Local and military search teams rescued 28 people on Monday, including tourists and Egyptian crew, though sixteen individuals are still reported missing following the incident.
The boat was carrying 44 passengers, including 31 foreign tourists from various countries, making the tragedy an international concern for those awaiting news of their loved ones.
