The eight people who died in a tragic boat accident on Lake Tahoe on June 21 were not wearing personal flotation devices, according to a federal investigation. Emergency responders found four unused personal flotation devices, and one life ring at the site. New details surfaced in a preliminary report from the National Transportation Safety Board, which included interviews with eyewitnesses, a lifeguard, and one of the two survivors on board the vessel.
