The city hired West Valley Construction Co. to isolate and seal the pipe at both ends, and inject a high concentration of chlorine to decontaminate the pipe for 24 hours starting Monday morning. The chlorine is then flushed out and tested for bacteria twice, 12 hours apart.

Councilmember Lucas Ramirez raised concerns that the bike lanes were being used as a pretext for getting rid of the RVs, leading to the decision to shelve the project.

Mountain View's homeless population spiked 56% over the past two years with the vast majority of unhoused people residing in vehicles, according to a report released by Santa Clara County this week. The number of homeless individuals in Mountain View jumped from 562 in 2023 to 879 in 2025. Countywide, the homeless population also increased but less steeply, growing 8% from 9,903 individuals in 2023 to 10,711 individuals in 2025.

"Once it's paved over, it can't come back," said Leslie Friedman, a Mountain View resident who often visits Cuesta Park. "It's peaceful and has a lot of trees and walking trails."
