A 23-year-old Oakley man has been identified as the victim of a December fatal shooting. George Ndikum Ngwanyia Jr. was shot and killed at around 11:50 p.m. Dec. 12, on the 2700 block of E.C. Reems Court in East Oakland, police said. He died before emergency responders could get him to a hospital. Ngwanyia's obituary identifies him as an Oakley resident. Police haven't announced any arrests, nor said if they've pinpointed the suspected motive.
