The bill allows the province to assume the City of Toronto's spot in a tripartite agreement that governs the land, an agreement that is currently between the city, the federal government and the Toronto Port Authority.
"When you talk to people about breaking them down, they feel like they're going to get flattened. This negative perception of breaking down siloes can impact the organization's ability to solve the siloes in the first place."

Understanding the difference in purpose Unlike private businesses, which exist to make a profit, public institutions are designed to create impact - especially social and economic outcomes that benefit everyone, not just paying customers. A public agency doesn't measure its success in revenue or margins, but in how much it improves lives, builds equity and maintains public trust. This doesn't mean budgets and spending don't matter - they absolutely do - but money is not the goal. It's the tool.
In the 1950s, the Air Force designed cockpits for the average pilot by measuring thousands of pilots and calculating the average for ten key physical dimensions-height, arm length, torso size, etc. They assumed most pilots would be close to average in most dimensions. When researchers actually checked, they found that out of 4,063 pilots, exactly zero were average on all ten dimensions.
"There is a natural link between all of these things that we are building, and so these things need to be under one umbrella," she said in a recent interview. "By doing that a city is really signaling that they are taking seriously the importance of the public realm." When a truck carrying goods does not spend hours detouring due to an unclear traffic scheme or stuck in traffic where it could have been avoided thanks to competent traffic management, fuel costs, driver wages, and vehicle maintenance costs are reduced.
